As General Manager at the Jurupa Community Services District (JCSD), Chris Berch is tasked with providing strategic leadership and implementing policies under the guidance of the Board of Directors since 2019. Central to his responsibilities is executing JCSD’s adopted Strategic Plan, which serves as a roadmap for JCSD staff to achieve the organization’s core objectives. From ensuring the provision of water and sewer services to maintaining parks, managing recreation facilities, and addressing graffiti abatement, Mr. Berch works tirelessly to uphold JCSD’s commitment to enhancing the quality of life for residents across Eastvale and Jurupa Valley.
Prior to leading JCSD, Mr. Berch served the Inland Empire Utilities Agency (IEUA), where he held the title of Executive Manager of Engineering/Assistant General Manager. Throughout his tenure at IEUA, Mr. Berch was pivotal in spearheading capital and water resource planning initiatives, securing grant funding, and overseeing engineering and construction endeavors. Beginning his career as an operator, he ascended through the agency, assuming increasingly larger roles. Notably, he managed Engineering and Environmental Resources, as well as the $385 million regional Chino Basin Program.
Mr. Berch’s academic achievements complement his extensive professional background. He holds a Master of Public Administration from California State University San Bernardino and a Bachelor of Science in Environmental Engineering from the University of California, Riverside. Additionally, Mr. Berch is a Board Certified Environmental Engineer by the American Academy of Environmental Engineers and Scientists, a Professional Engineer, and holds a Grade V Wastewater Operator certification.
