We understand that some customers may be facing financial difficulties due to COVID-19, and we are committed to working with those who need assistance paying their bills. JCSD has been proactive in assisting customers through payment plans, the Customer Care Program, community resources, and a two-year suspension of water shutoffs. As water shutoffs resumed in March 2022, JCSD encourages customers who have past due balances to contact Customer Service at (951) 685-7434.

Payment Plan

Contact us! Our Customer Service Team is eager to work with you to develop a personal and manageable payment plan based on what you can pay. We urge you to reach out to us at (951) 685-7434 during our normal business hours. Payments can also be made 24 hours a day, seven days a week through our automated system or online at https://www.onlinebiller.com/jurupacsd/.

Customer Care Program

We have our own in-house Customer Care Program that assists eligible low-income households with their JCSD bill. It is partially funded by our own employees and knocks $10 off your bill each month. Once approved, you will be enrolled for a calendar year, but you’ll need to reapply each year. Funding is limited, so we encourage you to apply as soon as possible.

  • Community Action Partnership (CAP) of Riverside County – Funded by Community Services Block Grants (CSBG) to assist low-income Riverside County families on their utility bills, CAP is the local agency for applying for LIHWAP or LIHEAP grants. Check this website to see what utility assistance programs are currently available to those that live in Riverside County.
    • LIHEAP/LIHWAP Application Packet – This is the program application that customers can download, print, and mail. Please refer to the application packet for additional details.
  • Low Income Household Water Assistance Program (LIHWAP) – is a temporary emergency program starting on June 3, 2022 to help low-income families with assistance on water and wastewater bills. LIHWAP is a grant that does not have to be repaid, with assistance of up to $15,000.
  • California Low Income Home Energy Assistance Program (LIHEAP) – is a federally funded program that helps with the cost of heating and cooling homes. This program is currently open and accepting applications.
  • NEW! CA Mortgage Relief Program – uses federal Homeowner Assistance Funds to help California homeowners get caught up on past-due housing payments and property taxes. The program is free with funds that do not need to be repaid.
