Maintaining the aesthetic beauty and overall health of designated public areas is a top priority for JCSD.  The Parks Maintenance Division responsible for this task can be seen throughout the service area on a daily basis, including weekends, to make sure these areas are properly maintained.  Areas that are maintained by JCSD include frontage landscaping in designated public areas and parks and facilities within the boundaries of Hamner, Hellman, Bellegrave and the Santa Ana River.

Capital Improvement Projects

Every two years during the budget development process, Parks & Recreation Department staff identifies Capital Improvement Projects (“CIP”) to complete to enhance and increase the longevity of our park system and quality of life for those who enjoy them.  The CIP Projects for Fiscal Year 2023/2024 and 2024/2025 along with their statuses as of November 2024 are as follows:

 This project consists of designing and installing a lighting system for the dog park at Harada Heritage Park.

Project Budget: Design – $15,000 / Construction – $80,000

Status: This project was completed in October 2024. 

This project consists of the painting of the exterior of the Eastvale Community Center.

Project Budget: $200,000

Status: This project was completed in October 2024.

This project consists of the removal and installation of new rubberized surface for both the 2-5- and 5-12-year-old playground.

Project Budget: $150,000

Status: This project was completed in November 2024.

This project involves the installation of tubular steel fencing around the perimeter of the park as well as the design and construction of a new stairway and ADA accessible ramp to allow patrons to safely access the basin.

Project Budget: Design – $15,000 / Construction – TBD

Status: The project’s bid opening was held on August 20, 2024. The low bidder was Oppenheimer National in the amount of $516,800. Staff is working to identify cost-saving measures that maintain the original intent and will present the revised plan to the Parks & Recreation Committee in the near future for consideration. 

This project consists of purchasing and installing all existing picnic tables, benches, trash receptacles, and drinking fountains within the park.

Project Budget: $85,000

Status: This project is scheduled to be completed by June 30, 2025

This project consists of the resurfacing of two, half-court basketball courts.

Project Budget: $15,000

Status: This project is scheduled for completion by June 30, 2025.

This project involves the slurry sealing and striping of various park parking lots, as needed.

Project Budget: $60,000

Status: This project is scheduled to be completed by June 30, 2025.

This project consists of minor ADA improvements at various parks and facilities.

Project Budget: $50,000

Status: This project is scheduled for completion by June 30, 2025

This project consists of the conversion of two existing tennis courts into eight Pickleball Courts.

Project Budget: TBD

Status: Staff is in the process of assessing options to finalize the location(s) and scope of work.   This project is scheduled to be completed in Winter 2025.
